Don’t know what they are, but they seem to be mating whatever they are.

Beautiful Giant Leopard Moths (Hypercompe scribonia), with a wingspan of approximately three inches.
The larvae is spiny and wooly, similar to, but not the same as the Banded Wooly Bear Tiger Moth caterpillar, also called the Isabella Tiger Moth–two separate species.
