Before the Lobster Cove Bridge became a pedestrians only footbridge. Maybe 1956.

I would guess based on them noting the location of the Rockport or Sandy Bay breakwater (1882-1916) it could be as early as 20s-30s range. Whats a little corcerning is Washington Strret(127) at the Lobster Cove Bridge turn doesn’t show the over land route.
