I don’t think it’s a nest. I believe it’s, “Bristly Beard Lichen”, that grows on trees in New England.

I saw one of those near the pond at Coolidge Reservation. At first I thought it was a nest also but I touched it and it was soft and felt alive. Very cool thing it was.
