Over for ease of access, under if cats are in the house, up on a shelf with my cats who love to unroll and shred.
Definitely over. If you do under, I think it’s supposed to conserve paper, but it always ends up tearing off up behind the roll and you have to fish for the first sheet the next time. Pain in the ass – no pun intended.

I have to admit, before I opened the comments section I was worried this post might be a case-in-point for Father Green! But, so far, it’s clean. (Sorry about the additional pun.)
Definitely over, it is easier to grab and separate….and you can fold the paper neatly like they do at the hotels that way.
